The global shortage of qualified seafarers continues to deepen as the international shipping fleet expands faster than the available maritime workforce, according to the latest BIMCO/ICS Seafarer Workforce Report.
The report highlights that while recruitment efforts have increased in recent years, the demand for experienced officers continues to outpace supply. As new vessels enter service and global trade grows, shipping companies are facing increasing challenges in finding qualified personnel to operate modern fleets safely and efficiently.
According to BIMCO and the International Chamber of Shipping (ICS), the shortage is particularly acute among deck and engine officers, whose qualifications require years of education, sea service, and certification. Although the total number of seafarers worldwide has increased, the growth has not been sufficient to meet the industry’s long-term needs.
The report also points out that the maritime sector is undergoing rapid technological change. The transition toward alternative fuels, digital ship management, automation, and stricter environmental regulations is increasing the demand for highly skilled crews capable of operating increasingly sophisticated vessels.
Industry organizations are calling for greater investment in maritime education, training programs, and cadet development. Improving working conditions, career opportunities, and crew retention has also become a priority as shipping companies compete for experienced professionals.
The findings serve as another reminder that seafarers remain the backbone of global trade. With approximately 90% of the world’s trade transported by sea, ensuring a sufficient supply of qualified maritime professionals will remain one of the industry’s most significant challenges in the coming years.
