Taiwan’s U-Ming Marine Offshore and Singapore-based Purus, a global offshore energy service provider, have announced the formation of a new joint venture — UPO Holdings.
The partnership aims to accelerate the growth of offshore wind energy in Taiwan and across the wider Asia-Pacific region.

Two New Offshore Wind Support Vessels
As part of the collaboration, UPO Holdings has placed an order for two VARD 419 CSOVs (Commissioning Service Operation Vessels), each measuring 88 meters in length and designed specifically for offshore wind operations in Taiwan.
The vessels are scheduled for delivery in 2027.
Each ship will feature:
-
a hybrid propulsion system to reduce emissions and fuel consumption,
-
an advanced DP2 dynamic positioning system,
-
and a fully electric control system for improved operational efficiency.
With accommodation for up to 120 personnel, the new vessels will enhance offshore logistics, maintenance, and commissioning operations in regional wind farms.

Advancing Green Energy and Innovation
The partnership between U-Ming and Purus reflects their shared vision of supporting the energy transition and decarbonization of maritime operations.
“Together, we are not only launching vessels — we are launching a movement toward sustainable offshore energy,”
said Jeff Hsu, Chairman of UPO Holdings.

Supporting Taiwan’s Offshore Wind Goals
The joint venture aligns with Taiwan’s national offshore wind development plan, which targets:
-
5.7 GW of installed capacity by 2025,
-
10 GW between 2026–2035,
-
and an updated goal of 15 GW by 2035 (as set in 2021).
By the end of 2024, Taiwan’s operational offshore wind capacity reached approximately 2.5 GW.
