US plans to charge docking fees at US ports for any vessel in a fleet that includes ships built in China or registered under the Chinese flag

The Trump administration is drafting the order to revive American shipbuilding and weaken China's influence over the global shipping industry

The document builds on a proposal by the Office of the US Trade Representative last month to levy fees of up to $1.5 million on Chinese-made ships entering US ports, following an investigation into China's growing dominance in global shipbuilding, maritime transport and logistics.
