📝PRELIMINARY RESULTS OF THE COMPREHENSIVE INSPECTION CAMPAIGN ON CREW WAGES AND SEAFARERS' EMPLOYMENT CONTRACTS IN ACCORDANCE WITH THE MLC 2006 BLACK SEA MOU
✅From 01.09.2024 to 30.11.2024, within the framework of the Memorandums of Understanding on Port State Control, a comprehensive inspection campaign was carried out on compliance with the Maritime Labour Convention, 2006 (MLC 2006) in terms of shipowners' obligations on wages and seafarers' employment contracts, which was announced in the channel
✅Preliminary results of the Black Sea Memorandum of Understanding on Port State Control (BS MoU) have been published, which include data on inspections carried out by BS MoU members who have ratified the MLC 2006. The Georgian authorities used the campaign for educational purposes, as the MLC 2006 will enter into force in Georgia on 14.02.2025.
✅The campaign showed the following preliminary results:
🔘635 inspections of all types of vessels were carried out (during the campaign period, the vessel was subject to only one inspection);
🔘53 vessels were detained in total.
The most significant violations were related to:
🔘lack of signed employment contracts with seafarers (42.2%);
🔘delays in payment of wages exceeding a month (24.4%).
✅During the campaign, vessels registered under the flags of 44 different countries were inspected. The largest number of:
🔘Panama - 138 vessels (25.0%),
🔘Liberia - 77 vessels (13.9%),
🔘Marshall Islands - 39 vessels (7.1%).
⭕️The detained vessels, on which violations were found, were registered under the flags of Belize, Cameroon, St. Kitts and Nevis and Vanuatu.
75% of the detained vessels were over 25 years old, while there were no detentions among vessels under 15 years old, and among new vessels aged 0 to 5 years, there were no cases of non-compliance.
